People who could not read went more than a hundred years without voting.
The ban lasted from 1881 to 1985.
In May 1985, an amendment to the Constitution gave the vote back to people who cannot read, without making it mandatory for them. In November, in the first election after the dictatorship, they helped choose mayors by marking numbers on the ballot.
That was 19 million people: a quarter of the country's adults.
In 1986, the people who voted already made up half the population.
