Two years later, the government was paying the fare for people coming from Europe.

In June 1890, a decree opened the ports to anyone who wanted to come and work. With one exception, written into Article 1: “natives of Asia or Africa” could only enter with the authorization of Congress.

The same decree paid shipping companies 120 francs for every adult immigrant brought from Europe.

That same year, the new Penal Code made capoeira (the Afro-Brazilian martial art) a crime, punishable by two to six months in prison.

For those who had left slavery two years earlier, no similar law was made.
